In order to accomplish the purposes of this chapter, the City Engineer may establish or amend such administrative policies as are necessary and reasonable to protect the drainage facilities, improvements and properties of the city's stormwater system, and to prescribe the manner of their use by any person. Official copies of said administrative policies shall be maintained in the offices of the City Engineer and Building Department. The authority to establish or amend policies shall also include the establishment and maintenance of design and construction standards, details and specifications for all stormwater management facilities constructed within the city.
