§ 53.14 PERMITS, PLAN REVIEWS, INSPECTIONS, AND ADMINISTRATIVE FEES.
   It shall be unlawful for any person or organization to construct, enlarge, alter, repair, relocate, or demolish a storm sewer, natural watercourse or other drainage facility, without first filing an application and obtaining a proper permit from the city. The city shall require the payment of administrative fees to defray certain administrative costs incurred by the city's Building Department and Engineering Department, including but not limited to permit application and plan review, inspection and engineering review for each project. Payment shall be due upon submission of the permit application. The administrative fee shall equal 5% of the estimated costs of drainage infrastructure improvements to be constructed as certified by the developer's professional engineer.
