There is hereby created and established a Stormwater Management Utility (SMU), which shall provide the operational means of implementing and carrying out the functional requirements of the Stormwater Management System. The SMU shall be part of the overall utility systems of the city. Separate city accounts for stormwater services may be established and charged to a property’s owner if other city utilities are not furnished to the property.
