It is the purpose and intent of the City to establish Stormwater Management Services as a utility function pursuant to Florida Statutes Section 403.0893, as amended from time to time, and to establish utility fees for Stormwater Management Services to be levied against all developed property in the City in proportion to that property's contribution to the stormwater runoff as determined by the impervious surface of the property.
