It is the intent of this chapter that the obligations imposed upon the permittee as provided in this chapter shall run with the land and as evidence it shall be the duty of the owner of the land at the time the permit is granted to record the permit with the clerk of the circuit court of Broward County and to furnish evidence thereof to the city. All deeds to any part of the property served by the interim waste water package treatment plant shall contain a proviso that the deed is taken subject to any liens imposed as a result of the permit and this chapter.
