Temporary appointments may be made of unskilled, semiskilled, and skilled workers whose employment will be compensated on an hourly basis. These appointments shall be temporary and shall be subject to termination at any time. The acceptance of an appointment shall not affect an applicant's standing on the list for a permanent appointment.
