(A) Bus usage shall be limited to educational, cultural, or city-sponsored events. Mileage shall be limited to a 50-mile radius of the corporate limits of the city (excluding city-sponsored events).
(B) Not-for-profit organizations wishing to utilize a city-owned bus shall submit a request in writing to the Parks and Recreation Department at least four weeks prior to the scheduled outing, and shall show proof of its not-for-profit status, and the organization shall also submit proof of its resident status. For the purposes of this section resident status for a not-for-profit organization shall be defined as set forth in § 98.47(A) of this code. The minimum number of passengers shall be 20, and all passengers shall submit proof of their membership in the not-for-profit organization. Buses shall be available on a first come, first served basis, provided, however, that city-sponsored programs shall have priority over all other requests, and city-sponsored programs shall not be subject to the other requirements set forth above.
(C) Fees for usage of the city-owned bus are as follows:
(1) Not-for-profit organizations: $15 per hour or $2 per person, whichever is less.
(2) City-sponsored programs: There shall be no charge.
(3) The Director of Parks and Recreation or his designee shall have the authority to waive fees for usage of the city-owned bus when the usage is solely for either a charitable or patriotic use which benefits the community as a whole and the organization requesting the waiver has demonstrated that payment of the fees will impose an extreme hardship on the organization.
(D) The City Manager may waive fees when he determines that it is in the city's best interest to do so.
