(A)   Immediately after their appointment, the members of the Golf Advisory Board shall meet and organize by electing from the membership, a Chairman, Vice-Chairman, and a Secretary. The Board shall adopt rules and regulations for the conduct of these meetings and shall keep minutes of its meetings.
   (B)   Meetings of the Board shall be held at the call of the Chairman, or upon the request of any three members, or by the City Commission, and at any other times the Board may determine.
   (C)   The duties of the Board shall be to consult and advise with the City Commission and City Manager on all matters relating to the supervision and operation of the Pompano Beach Golf Course and to make written recommendations pertaining thereto, which shall become a part of the record of the city.
