The monthly salary of the City Commissioners shall be as established by resolution adopted by the City Commission. The City Commission shall fix the salary of the City Commission, the City Attorney, and the City Manager. The Commission shall adopt by ordinance a pay scale plan for all other officers and employees after recommendation and submission of the plan by the City Manager.
