(a) Execution. All contracts, bonds, revenue certificates and legal instruments, in which the City of Pompano Beach is concerned or is a party, shall be signed by the City Clerk and City Manager and countersigned by the Mayor or Vice-Mayor, except as otherwise provided.
(b) Financial interest. It shall be unlawful for any city official or officer to vote for any contract on behalf of the city to any person, firm or corporation in which he is financially interested or from which transaction he may derive a profit.
(c) Contracts extending beyond one year. No contract involving the payment of money out of the appropriations of more than one year shall be made for a period of more than five (5) years; nor shall any such contract be valid unless made or approved by ordinance.
