All bonds issued by the City of Pompano Beach, except refunding bonds, revenue bonds or certificates, and anticipation time warrants, shall be issued only after the same shall have been approved by the majority of the votes cast in an election for that purpose which said election shall be called and held in the manner prescribed in this Charter. In the event it is determined to hold such an election, the City Commission shall by resolution order such election to be held in the city, and shall give at least thirty (30) days notice of said election by publication in a newspaper of general circulation in the city, once a week for four (4) consecutive weeks during such thirty (30) day period.
