Sec. 79. RECALL ELECTION.
   If the City Commissioner who is the subject of the recall petition shall file his written resignation with the City Clerk within five (5) days after the notice to him provided for in section 78, the City Clerk shall at once notify the City Commission of that fact and such resignation shall be irrevocable. The City Commission shall proceed to fill the vacancy. In the absence of any resignation the City Clerk shall forthwith order and fix a day for holding a recall election. The recall election shall be conducted in the same manner as a general election. It shall be held not less than thirty (30) days nor more than sixty (60) days after the expiration of the period of five (5) days provided for resignation and at the same time as any other general or special election held within such period. If no such general or special election be held within such period the City Clerk shall order and fix a day for the special recall election within such period.
