The City Clerk shall cause to be published in a newspaper of general circulation in the city a notice of any primary, general or special election containing date of election, office or offices to be filled or question at issue. Such notice shall be published at least fifteen (15) days prior to a primary or special election and again at least one day before any primary, general or special election.
