The regulations imposed and the zoning district created under this chapter may be amended by ordinance, but no such amendment shall be made by the Council without public notice and without a public hearing. The Board of Appeals shall hold a public hearing within 45 days of the date the petition was submitted to the Building and Grounds Committee, unless it is withdrawn by the petitioner.
