It shall be unlawful for any person to remove the wheels of other transporting device from any housecar or automobile trailer or otherwise to affix the car trailer permanently to the ground so as to prevent ready removal of any such car trailer, unless a permit to do so is obtained from the Department of Health and Safety. Any such alteration shall be construed as converting the housecar or automobile trailer into a building and subject to the requirements of the sanitary regulations and building regulations of the city.
