(A) The fee for such license shall be as established by City Council from time to time. No license fee shall be charged to any person, firm or corporation doing business as an itinerant merchant on behalf of a charitable organization for a charitable purpose.
CHARITABLE is defined as religious, benevolent, humane, philanthropic, patriotic, or eleemosynary. A license is required of such charitable organizations, and such license shall be issued without license fee.
