It shall be unlawful for any person to park any motor vehicle for longer than, or during those times, so designated on the following named streets, and each police officer, upon determining that a vehicle is or has been parked in violation of the provisions of this chapter shall attach to such vehicle or place therein, a notice to the owner or operator thereof that such vehicle has been parked in violation of a provision of this chapter, showing the number or location or other identification of such parking zone, the license number of such vehicle, the time of such violation and any other facts by him deemed pertinent to such violation, and instructing such owner or operator to deposit in the envelope on which such notice is written the sum of $1 and place the same in a container which shall be located in a place selected by the Police Department of the city, within 24 hours thereafter. In the event such fine is not paid within 24 hours as aforesaid, the penalty for violation shall be increased to $2. Upon compliance with notice, but not otherwise, such owner or operator shall be relieved of the penalties otherwise attached to such violation.
