§ 31.191 LIMITATIONS ON PURCHASES.
   (A)   The heads of all city departments and boards, the Chief of Police, and the City Clerk may purchase any one item not exceeding the sum of $300;
   (B)   Any item exceeding $300 but not exceeding $5,000 must be approved by the appropriate committee chairperson;
   (C)   Any item exceeding $5,000 but not exceeding $20,000 must be approved by the City Council;
   (D)   Any item exceeding $20,000 shall be purchased by a contract let to the lowest responsible bidder after advertising bids, in the manner described by ordinance, except that any such contract may be entered into by the proper officers without advertising for bids, if authorized by a vote of at least two-thirds of the aldermen then holding office.
