§ 72.11  VEHICLES BACKED UP TO CURB.
   In no cases shall a vehicle remain backed up to the curb, except when actually loading or unloading. If the vehicle be horse drawn, the horse, or horses, shall stand parallel to the curb and face the direction of traffic.
