(A) A schedule of charges and fees shall be adopted by the town which will enable the town to comply with the revenue requirements of the county and the State Clean Water Grant Program and 33 U.S.C. §§ 1251 et seq. and the charges and fees shall be as shown on the attached rate schedule.
(B) All industries and towns using the county treatment works are subject to industrial waste surcharges and discharges whose characteristics exceed the limits set in § 53.087 for certain pollutants.
