Reserve strips and non-access easements adjoining street rights-of-way for the purpose of preventing access to or from adjacent property (except those required by the Board of Commissioners to prevent access to thoroughfares) and half-streets shall not be permitted under any condition. Private streets shall only be permitted in cases where the Zoning Ordinance permits those streets. In any case, private streets shall meet the standards of § 152.079.
