(A) The amount of cost of the repairs, alterations or improvements, or vacating and closing by the Inspector shall be a lien against the real property upon which the cost was incurred.
(B) Repairs, alterations or improvements may be made under the supervision of the Building Inspector or he or she may let the same to contract on competitive bids or by private contract if no bids are received. Vacating and closing buildings shall be done under the supervision of the Building Inspector.
