§ 150.22  POWERS OF INSPECTOR.
   The Building Inspector of this town is hereby designated to exercise the powers prescribed by this chapter. The Building Inspector is authorized to exercise powers as may be necessary or convenient to carry out and effectuate the purpose and provisions of this chapter, including the following powers, in addition to others herein granted:
   (A)   To investigate the dwelling conditions in the town in order to determine which dwellings therein are unfit for human habitations;
   (B)   To administer oaths, affirmations, examine witnesses and receive evidence;
   (C)   To enter upon premises for the purpose of making examinations; provided, the entries shall be made in a manner so as to cause the least possible inconvenience to the persons in possession; and
   (D)   To appoint and fix the duties of the officers, agents and employees as he or she deems necessary to carry out the purposes of this chapter, or to impose those duties upon the regularly appointed plumbing, sanitation and electrical inspectors, subject to the approval of the Chief Inspector of the Inspection Division.
