§ 150.19  SAFE AND SANITARY MAINTENANCE.
   No person shall occupy as owner-occupant, or let to another for occupancy, any dwelling or dwelling unit for the purpose of living therein which does not comply with the following requirements.
   (A)   Screening for insects. During that portion of the year when the Inspector deems it necessary for protection against mosquitoes, flies and other insects, every door opening directly from a dwelling or dwelling unit to outdoor space shall have supplied screens and a self-closing device; and every window or other device with openings to outdoor space, used or intended to be used for ventilation, shall likewise
be supplied with screens.
   (B)   Screening for rodents. Every basement or cellar window used or intended to be used for ventilation and every other opening to a basement which might provide an entry for rodents, shall be supplied with a screen or other device as will effectively prevent their entrance.
   (C)   Rodent-proof and weather-tight floor, wall, ceiling, roof. Every floor, wall, ceiling and roof shall be reasonably rodent-proof, weather-tight and water-tight and shall be kept in good repair.
   (D)   Rodent-proof and weather-tight windows and the like. Every window, exterior door and basement hatchway shall be reasonably rodent-proof, weather-tight and water-tight, and shall be kept in sound working condition and good repair.
   (E)   Safety of stairs, porches, appurtenances. Every inside and outside stair, every porch and every appurtenance thereto shall be constructed as to be safe to use and capable of supporting the load that normal use may cause to be placed thereon and shall be kept in sound condition and good repair.
   (F)   Reasonable strength of supporting members. All floors, roofs and supporting members shall have strength to be reasonably safe for the purposes for which they are used.
   (G)   Proper installation of plumbing fixtures and the like. Every plumbing fixture and water and waste pipe shall be properly installed and maintained in good sanitary working condition.
   (H)   Bathroom floor surface. Every water closet compartment floor surface and bathroom floor surface shall be constructed and maintained so as to permit the floor to be easily kept in a clean and sanitary condition.
   (I)   Effective functioning of facilities and equipment; obstructing. Every supplied facility, piece of equipment or utility which is required under this chapter shall be so constructed or installed that it will function safely and effectively and shall be maintained in satisfactory working condition. It shall be unlawful for any person wilfully or maliciously to deposit any material in any toilet, bathtub, sink or other plumbing fixture which may result in the obstruction of any sanitary sewer. This liability on the part of the occupant shall not relieve the owner of the responsibility of cleaning any resultant chokage, but shall subject the occupant to the penalties of this chapter upon proper proof of the willful or malicious act.
   (J)   Temporary interruption of service and the like. No owner, operator or occupant shall cause any service, facility, equipment or utility which is required under this chapter to be removed from or shut off from or disconnected from any occupied dwelling let or occupied by him or her, except for the temporary interruption as may be necessary while actual repairs or alterations are in process or during temporary emergencies when discontinuances of services are approved by the Building Inspector.
   (K)   Cleanliness of dwelling. No person shall occupy any dwelling unit unless it is clean, sanitary and fit for human occupancy. It shall be the duty of each occupant of a dwelling unit to keep in a clean condition that portion of the property which he or she occupies or over which he or she has exclusive control.
