On October 31, 1980, Halloween night, it shall be unlawful between the hours of 9:00 p.m., and midnight and on November 1, 1980 from midnight until 5:00 a.m., for more than three persons to congregate on the public streets or sidewalks or for any persons to conduct themselves in a manner so as to interfere with the orderly flow of traffic, or the rights of pedestrians to the use of sidewalks, or to discharge any fireworks or to make other noises which might interfere with the general peace of the community.
