1276.01   USES AND RESTRICTIONS.
   (a)   Intent.  The Residential District One-Planned Unit Development (R1-PUD) is intended to permit a choice of living environments by allowing a more useful pattern of open space and recreation areas; a preservation and utilization of the natural topography and landscaping; a harmony with existing land use densities, transportation patterns and community facilities; and the objectives of this Zoning Code.
   (b)   Availability.  With the exception of plans involving nonconforming uses, the R1-PUD shall only be applied to an area of contiguous real estate which is wholly owned by a single person and which is two or more acres in size.  No variance shall be available to the size restriction set forth herein.  In the case of plans involving properties which are nonconforming uses where the contiguous real estate is wholly owned by a single person, an R1-PUD may be approved regardless of land area where the Planning Commission, with the approval of Council, or Council itself, upon appeal from the Planning Commission, approves the submitted plan.  Further, the R1-PUD designation shall only apply after approval, as described in this Zoning Code, by the Planning Commission, the Architectural Review Board and Council.
   (c)   Permitted Principal Uses.  Single-family dwellings.
   (d)   Conditional Uses.  No conditional uses shall be permitted in an R1-PUD.
   (e)   Accessory Uses.
      (1)   Garage space of paved parking space with a minimum total of four of either such spaces per single-family unit;
      (2)   No other accessory uses are permitted in an R1-PUD.
   (f)   Parking.
      (1)   All parking shall be behind the front setback.
      (2)   No parking shall be permitted, except in designated parking spaces or garages.
      (3)   Parking, outside of a garage, of trucks in excess of three-fourths of a ton, recreational vehicles, boat trailers, boats, travel trailers and utility trailers is prohibited.
      (4)   No unlicensed, abandoned, wrecked or dismantled vehicle of any kind is permitted anywhere outside of an enclosed garage on R1-PUD property.
