Except as hereinafter provided, no building or premises shall be altered or used to produce greater heights, smaller setbacks or less occupied area, and no building shall be occupied by more families than hereinafter permitted for such building for the district in which it is located. Setbacks and lots created after the effective date of this section shall meet at least the minimum requirements set forth in this chapter.
