1272.06   GENERAL BUSINESS DISTRICT.
   (a)   Intent.  To establish a commercial district to accommodate commercial uses that meet the needs of a regional market area.  These commercial uses derive a significant part of their trade because of their location along a major highway.
   (b)   Principal Permitted Uses.  All principal uses permitted in the Village Center Commercial District, and other offices and establishments selling goods and services at retail where all goods and services are housed, stored and sold wholly within enclosed permanent buildings.
   (c)   Conditional Uses.  Retail goods and services shall be limited to those not objectionable by reason of odor, dust, smoke, fumes, noise, vibration, refuse, waste matter or other nuisances.  For proposed new developments, preliminary plans shall be submitted to the Planning Commission for its consideration and approval.  The plans shall adequately show:
      (1)   The ability of the developer to finance and complete, on time, the proposed development;
      (2)   The compatibility of access and egress to parking and services with adjoining properties;
      (3)   The size, location and adequacy of existing and proposed public and private utilities and drainage systems; and
      (4)   Any other information needed to ensure that the proposed land use and structures will place no undue burden upon the street systems, upon adjoining property owners and upon the Village, and will comply with the land use plans of the Village.
