1272.05   VILLAGE CENTER COMMERCIAL DISTRICT.
   (a)   Intent.  To establish and preserve a business district convenient to and attractive for a wide range of retail and business uses, services and professional offices, in a setting conducive to and safe for a high volume of pedestrian traffic, while maintaining the intimate Village scale and minimizing the undesirable impact of such uses on the nearby residential neighborhoods which they serve.  The avoidance, wherever possible, of cars crossing sidewalks, and keeping the stores close by to facilitate pedestrian access, are the cardinal thought in shaping the District.
   (b)   Permitted Principal Uses.  Offices, establishments for selling goods and services at retail and conducted entirely within an enclosed building, except where such sales shall have no adverse or annoying effect on pedestrians, neighbors and adjoining uses.  Also permitted are barber and beauty shops, banks and other financial institutions, dry-cleaning and laundry pick-up, coin-operated laundry and dry-cleaning facilities, and social and fraternal clubs without athletic facilities.
   (c)   Conditional Uses.
      (1)   Residential property where it will not detract from the activity and vitality of the commercial area and where the residential use will not be adversely affected by the neighboring uses.
      (2)   Gas stations where their use does not inhibit the path of the pedestrian and where any services except fuel sales take place within an enclosed building.  Gasoline stations are permitted, provided the proposed station is not located within 1,000 feet of any school, public playground, public library, church or public building.

   (d)   Restrictions.  No establishment shall occupy more than 4,000 square feet of total gross floor area to the outside of the walls.
   (e)   Prohibited Uses.  Uses which detract from or interfere with a high intensity of pedestrian shopping use are prohibited, including the following:  motor vehicle sales and repair, boat sales, mobile home sales, motorcycle sales and drive-in restaurants.
