270.17   COLLECTIVE BARGAINING.
   (a)   Inasmuch as the Village employees have selected the Ohio Civil Service Employees Association as their bargaining agent, and in view of the decision of Council to recognize such agent, any revisions, amendments or alterations of the wages and benefits of Village employees shall be subject to negotiations between the representatives of such bargaining agent and Council or Council's duly appointed representatives.  It is understood that the Village employees, through their bargaining agent, reserve the right to make proposals for such noneconomic considerations as the establishment of a grievance procedure for the consideration of Council.
   (b)   Once, annually, during the term of the contract negotiated by the Village and the bargaining agent of the Village employees, both the Village and its employees may request a renegotiation of the terms of such contract.
