1060.01 DECLARATION OF NECESSITY OF LICENSING COLLECTORS; AUTHORITY OF FISCAL OFFICER.

In the interests of the public health, safety and welfare, it is determined necessary to license garbage and rubbish collectors throughout the Village, and the Fiscal Officer is hereby authorized, empowered, and directed to issue licenses for the collection of garbage and rubbish throughout the Village.
