No person, firm, or Village department shall, as a normal practice, top any street tree, park tree, or other tree on public property. As used in this section, "top" means the severe cutting back of limbs to stubs larger than three inches in diameter within the tree's crown to such a degree as to remove the normal canopy and disfigure the tree. Trees severely damaged by storms and presenting an immediate and apparent safety hazard may be exempted from this section at the determination of the Tree Commissioner, but subject to review by the Board at its next meeting.
