(a) The Village Tree Commissioner shall have the authority to enforce any and all Village ordinances which relate to street trees or park trees, subject to the approval of the Board.
(b) The Village Tree Commissioner shall be nominated by the Mayor and confirmed by a simple majority vote of a quorum of Council. The Village Tree Commissioner shall serve at the pleasure of Council and shall serve without compensation. Such nominee shall have knowledge of or an interest in forestry.
(c) The duties of the Village Tree Commissioner shall include the following:
(1) Enforcement of all Village ordinances relating to street trees and park trees.
(2) Regular inspection of Village street trees and park trees and recommendation of action to the appropriate person or body.
(3) Reporting on an as-needed basis to the Board on action concerning street trees or park trees.
(4) At such times as are necessary, consulting with the Solicitor in regard to actions to be taken. The results of such consultations shall be reviewed with the Board.
(5) Recommendation to the Board of such amendments, additions or deletions to ordinances relating to street trees and park trees as are deemed necessary.
(6) Submission to the Board of applications to remove street trees or park trees.
(d) The Village Tree Commissioner shall only direct the result desired to be achieved in regard to the planting, pruning, maintenance or removal of street trees, or park trees and shall not direct the manner in which the work shall be done. The manner of accomplishing the result requested by the Village Tree Commissioner and all safeguarding of persons performing such work and safeguarding of the public generally shall be accomplished by the person performing such work.
