(a) Permit Required.
The Architectural Review Board shall review for approval or rejection all permits for removal of street trees and park trees.
(b) Permit Application. Applications for removal of street trees and park trees shall be sent to the Board by the Tree Commissioner for review. Submission to the Board shall be made no later than five days prior to any scheduled meeting and shall be in accordance with the requirements of this section.
(c) Permit Review. The Chairperson of the Board shall place all allocations properly submitted on the agenda for the next scheduled meeting. If additional information is required or if the application is incomplete, the Board shall so inform the applicant and may delay a decision until the meeting following correction of such omission. The signature of the Tree Commissioner and the Chairperson of the Board shall indicate approval. If the Board disapproves the application, the Chairperson must, within five days, submit a written statement to the applicant stating the reason or reasons for the disapproval. The applicant may revise and resubmit the application.
(d) Advisory Consultations. The Board may retain, with Councils permission, a qualified landscape architect, nurseryman or naturalist, in addition to any such qualified landscape architect, nurseryman or naturalist who may be on the Board, to consult with the Board on any matter set forth in this chapter. Consultations will be strictly advisory and non-binding on the Board or Council.
