Every person in the Village who digs or causes to be dug in or adjoining any of the public ways of the Village any excavation whatsoever, and every person who occupies or causes to be occupied any portion of any public street with building materials or any obstruction, shall cause sufficient amber lights to be securely and conspicuously placed in or near such excavation, building materials or obstruction, one at each end of the space so excavated or occupied.
