890.02   LEVY OF TAX; PURPOSES; PRORATION.
   (a)   An annual license tax is hereby levied upon the operation of motor vehicles on the public roads or highways of the Village, for the purpose of enforcing and paying the expense of administering this chapter; for planning, constructing, improving, maintaining and repairing public roads, highways and streets; for maintaining and repairing bridges and viaducts; for paying the Village's portion of the costs and expenses of cooperating with the Ohio Department of Transportation (ODOT) in the planning, improvement and construction of State highways; for paying any costs apportioned to the Village under Ohio R.C. 4907.47; for paying debt service charges on notes or bonds of the Village issued for such purposes; for purchasing, erecting and maintaining street and traffic signs and markers; for purchasing, erecting and maintaining traffic lights and signals; and to supplement revenue already available for such purposes. Such tax shall be at the rate of five dollars ($5.00) for each motor vehicle having a district of registration, as provided in Ohio R.C. 4503.10, in the Village, and shall be paid to and collected by the Ohio Registrar of Motor Vehicles or a Deputy Registrar at the time of making application for registration, as provided in Ohio R.C. 4504.09.
   (b)   If the application for registration is made prior to July 16, the full five dollars ($5.00) shall be paid. If such application is made on or after July 16, and prior to October 16, three-fourths of the five dollar ($5.00) tax shall be paid. If such application is made on or after October 16 and prior to January 16, one-half of the five dollar ($5.00) tax shall be paid. If such application is made on or subsequent to January 16, and prior to April 16, one-fourth of said five dollar ($5.00) tax shall be paid.
