860.11   LICENSE DENIAL; APPEALS.
   Any person aggrieved by denial of a license as provided in Section 860.05 shall have the right of appeal to Council.  The appeal shall be taken by filing with Council, within fourteen days after notice of the action complained of has been mailed to the person's last known address, a written statement setting forth fully the grounds for the appeal.  Notice of the hearing shall be given to the appellant in the same manner as provided under Section 860.10 for notice of a hearing on revocation.  The decision and order of Council on the appeal shall be final and conclusive.
