(a) No person shall sell, offer for sale, hawk, peddle, canvass or vend any goods, wares, merchandise, produce or services of any kind upon the streets or highways of the Village or in the rights of way thereto.
(b) No temporary vendor shall park any vehicle upon any of the streets or highways of the Village or in the rights of way thereto in order to sort, re-arrange or clean any of the vendor's goods, wares, merchandise, produce or services, nor shall any temporary vendor place or deposit any refuse on any streets, highways or rights of way thereto.
