(a) No person shall conduct a casual sale within any Residential District in the Village without first obtaining a permit therefor from the Fiscal Officer or other duly authorized issuing authority.
(b) No person who has obtained a permit shall violate any of the provisions of this chapter.
(c) No casual sale shall be conducted by more than one resident without the consent of the Police Chief or his or her responsible agent.
(d) No casual sale shall be conducted by the same resident or a member of his or her family and/or on the same residential property more than once in each six-month period.
(e) No casual sale shall be conducted during hours other than those hours prescribed by the Police Chief, and in no event shall a casual sale last more than three consecutive days.
(f) No casual sale shall offer any new merchandise for sale that has been purchased by the resident for purposes of re-sale at such casual sale.
(g) No resident shall post more than one sign per use per street front on the lot on which the sign is located. A sign advertising the casual sale shall not exceed four and one-half square feet in area. Such a sign shall not be illuminated or animated. No other signs shall be permitted to be erected or maintained in any Residential District.
