270.04   CLOTHING ALLOWANCES.
   (a)   The following full-time employees shall receive an annual clothing allowance as follows:  patrolmen, five hundred dollars ($500.00) per year. Patrolmen shall maintain a clean, neat and professional appearance at all times while on duty.
   (b)   Uniforms shall be provided to Street Department employees at the earliest date subsequent to the effective date of this subsection.  The type of uniforms and manner of their supply shall be determined by the Street Commissioner.
   (c)   Unexcused absenteeism of ten days or more by any full-time employee shall result in forfeiture of the clothing allowance.

   (d)   The fixed monetary compensation serving as a clothing allowance, for part-time Village employees serving in the capacity of police officer shall be two hundred fifty dollars ($250.00) upon completion of 240 hours of service each year.
   The schedule of pay shall be the second pay of December of any given year.
   Part-time police officers shall maintain a clean, neat and professional appearance while on duty at all times during the year.
   If any part-time police officer, at any time during the year, fails to maintain a clean, neat and professional appearance as described in the Uniform Standards of Conduct for Member Performance for the Poland Village Police Department, a penalty of fifty dollars ($50.00) for each charged and proven offense, in the form of a reduction in said clothing allowance compensation, shall be mandatory.
   This subsection shall be retroactive to April 1, 1998.
