Whenever upon view, or upon complaint and investigation, it appears to Council that any septic tank, cesspool, private sewer, pool, dwelling, building or any substance or thing, tends to injure the health and unlawfully annoy persons in the neighborhood thereof, Council shall declare the same a nuisance and cause written notice to be served upon the owner or occupant thereof to remove or abate the same within a reasonable time. No outside privy shall be permitted inside the Village limits.
