(a) Hours. No child under the age of eighteen years shall congregate, loaf, loiter or be upon any of the public streets between 10:00 p.m. and 5:00 a.m. of the following day, except when accompanied by his or her parent, guardian or person in loco parentis, or some other person over twenty-one years of age who has been given permission by the parent, guardian or person in loco parentis to accompany the child. In the event the Mayor decides in favor of the extension of the curfew to such age group from October 1 through October 31, notice of such extension shall be posted at the Village Hall and in four other public places not later than September 23 of the particular calendar year.
(b) Special Functions. Any school, church, lodge or other organization which desires to hold any entertainment for children under the age of eighteen years or, in appropriate cases, nineteen years, which entertainment requires such children to be out at a later hour than that called for in this section, shall request the Mayor or Police Chief for permission to have the children stay out to this later hour, and shall state the time the entertainment will end, and the children who attend this function shall be required to be off the public streets one-half hour after the function is ended.
(c) Disposition of Child. Any child found in violation of this section shall be taken to the Village Hall and the parent, guardian or person in loco parentis shall be notified to come to the Village Hall and take personal charge of the child. The child shall be released only to such parent, guardian or person in loco parentis or to the juvenile authorities. Any child found in violation of this section who has once before been held by the authorities for violation of this section shall be held for the juvenile authorities for proper disposition.

(d) Responsibility of Parents, Guardians, Etc. No parent, guardian or person in loco parentis shall permit any child to violate any of the provisions of this section.
(e) Penalty. Whoever violates division (d) of this section shall be fined, for a first offense, not more than twenty-five dollars ($25.00). For a second or subsequent offense, such person is guilty of a minor misdemeanor.
