(a) The Fiscal Officer is hereby authorized to pay the regular bills of the Village when the regularly scheduled meeting of Council is cancelled.

(b) The signatures of two members of the Finance Committee shall appear on vouchers in order for the Fiscal Officer to make payments.
(c) In the rare occurrence of the absence of a second member of the Finance Committee, any member of Council may affix his or her signature to vouchers in order for the Fiscal Officer to make payments.
(d) In the rare occurrence of the absence of all members of the Finance Committee, any member of Council may affix his or her signature to vouchers in order for the Fiscal Officer to make payments.
