All ordinances and resolutions, or a succinct summary of the same, and all statements, orders, proclamations, notices and reports required by law or ordinance to be published, shall be published in an English newspaper of general circulation within the Village, as set forth in Ohio R.C. 731.21. Proof of publication shall be made by affidavit of the proprietor of the newspaper and shall be filed with the Fiscal Officer of the Village.
