When thaws or excessive moisture render the improved streets of the Village or any sections thereof insufficient to bear traffic thereon, or when such streets would be damaged or destroyed by heavy traffic during the period of thawing or excessive moisture, the maximum weight of vehicle and load, or the maximum speed, or both, for motor vehicles as prescribed by law, shall be reduced as prescribed by the Street Commissioner, which reduction shall not be more than 25%. Before any such reduction shall be effective, conspicuous signs indicating such reduction shall be placed so as to give adequate warning of the restricted areas, and such signs shall remain posted during the period of the restriction. No person shall operate, upon any such street, a motor vehicle whose maximum weight or speed is in excess of the limitations so prescribed.
