There is hereby appropriated for the purpose of carrying out the provisions of the will of Samuel K. Hine all of the net income heretofore or hereafter received from the bequest made under such will, any part or all of which may be expended by the Samuel K. Hine Memorial Board in accordance with the provisions of the will of Samuel K. Hine and this chapter.
