The Samuel K. Memorial Board shall be responsible for carrying out the provisions of the will of Samuel K. Hine and shall have full power and authority to take whatever action may be necessary or incident thereto, including, without limitation, the power to make contracts, to employ a clerk and other employees, either full or part-time, to engage and retain professional assistants, and to purchase equipment, material and supplies, within the limits of such funds as may become available to it, all as it may deem necessary or desirable in carrying out the purpose of the bequest. However, all contracts involving the expenditure of one thousand dollars ($1,000) or more shall first be submitted to Council for approval.
