(a) Whoever violates any provision of this chapter is guilty of a minor misdemeanor for the first offense and shall be fined not more than one hundred fifty dollars ($150.00).
(b) A second violation within one year of the first offense shall be a misdemeanor of the fourth degree if the person has previously been convicted of a violation of any provision of this chapter and, upon a third or subsequent violation, a misdemeanor of the third degree if the person has three or more convictions for a violation of any provision of this chapter.
(c) In addition to the penalties set forth above, the solicitor is hereby authorized to pursue any remedy at law to abate any property not in compliance with the provisions of this chapter.
