(a) If the owner of residential rental property resides (i) outside of the State of Ohio; or, (ii) in the State of Ohio, but outside of a twenty-five mile radius of the residential rental property, the owner shall maintain continuously an individual to act as the owner's responsible local agent.
(b) The responsible local agent shall reside in the State of Ohio and within a twenty-five mile radius of the residential rental property. All official notices of the Village may be issued to the responsible local agent, and notice issued to the responsible local agent shall be deemed to have been issued upon the owner.
