(a) The Violations Clerk of Mayor's Court shall not be required to collect underpayments of fines received through the mail on waiverable defenses that are equal to or less that five dollars ($5.00).
(b) The Violations Clerk of Mayor's Court shall not be required to refund overpayments of fines received through the mail on waiverable defenses that are equal to or less than five dollars ($5.00).
(c) All such underpayments of five dollars ($5.00) or less shall be suspended from the applicable fine and all such overpayments of five dollars ($5.00) or less shall be credited to the applicable fine.
